We have worked on both sides of the table: developing and delivering private-sector proposals, and helping government assess whether infrastructure projects are in the public interest, deliver value for money and justify exclusive negotiation.

Founder & Principal Advisor
Vicente has more than 20 years of senior experience in PPPs and major infrastructure across New Zealand, Europe and North America.
He has worked as a CEO, bid leader, board director, adviser and SPV executive — from procurement and financial close through construction, operations, claims, refinancing and asset sale.
In New Zealand, Vicente spent almost six years as CEO of NX2, the project company responsible for delivering the Pūhoi to Warkworth motorway PPP. He has subsequently advised the New Zealand public sector on major infrastructure procurement and the assessment of Market-Led Proposals.
He has sat on the government side, sponsor side, delivery side and governance side of major infrastructure projects.
That matters. Because infrastructure advisory is not about sounding clever in meetings. It is about understanding what is investable, deliverable, bankable and politically realistic — and knowing what happens next before everyone else does.

We provide a fully outsourced executive management service for infrastructure and PPP project companies.
You focus on strategy, shareholder priorities and the decisions that genuinely require your attention.
We manage everything else.
For a predictable monthly fee, Vilentia takes responsibility for the ordinary executive management of the SPV—including the routine specialist support required to operate the business properly.
Instead of managing multiple consultants, appointments and invoices, the Board has one executive team, one management fee and one point of accountability.
We take the cost risk for the agreed routine services. We are therefore incentivised to control costs, solve problems efficiently and maximise recoveries—not to create another consulting engagement every time something happens.
Not every SPV requires a fully outsourced management team.
We also accept separate mandates for executive leadership, governance, commercial management, contract strategy, financial oversight, change management, dispute prevention, asset performance and Board advisory.
The scope can be tailored to the project, the shareholders and the capability already in place.
